The Rule of Law was the topic of the third Progress Report Debate organized jointly by the Media Center and the EU Special Representative office which took place on 29th June. The rule of law is a sensitive and essential issue as it is at the core of all sustainable democratic societies. Ensuring respect for the rule of law is a key precondition for Kosovo to progress towards European integration. The 2009 Progress Report on Kosovo however, has identified this sector as most problematic – weaknesses of with implementing laws, lack of oversight in public spending, weak capacity in judiciary and in institutions in general. To inform on how far Kosovo has gone with reforms and what remains to be done, Media Center invited panelists: Minister of Justice, Haki Demolli, EULEX chief prosecutor, Johannes Vreeswijk, the Head of the EULEX Programme Office Alessio Zuccarini, and Kosovo’s chief prosecutor Ismet Kabashi.

"The Progress report is a key tool for Kosovo to fulfill its European aspiration. It gives concrete and practical guidance required to achieve European standards that will translate into better living standards for people in Kosovo. This is why I welcome the upcoming series of progress report debates as an opportunity to increase understanding of what the report means for Kosovo’s future. I look forward to hearing open and constructive discussions between EU representatives, Kosovo authorities, media and civil society representatives as dialogue is the basis of a democratic society and lasting change and progress. I encourage everybody to participate."
